Resync including already synced

I'd love the ability to be able to resync all transactions, as well as those that have already been delivered.This would be handy as we've been discarding some transactions on our end as we only wish to import certain transactions. We've changed our rules around this and wanted to historically bring in previous transactions that now match our new rules.
